Hooray! I have been allowing Romeo more time out of the cage. He mostly would just sit or walk around on top his cage. I put his T perch adjacent to the cage hopeing he would climb down on the T perch.
It finally happened. Two days ago, he climbed down to the bottom tray of the T perch to play with some wooden beads laying there. I clicked him, gave him a treat and tried to get him to do some training but he wasn't too interested and went back up on top.
Next day, he climbed right down on the T perch without coaxing and when I started perch (click) training him, he actually pulled the perch toward him with his beak so he could put one foot on it and get his treat faster! LOL. He is stepping one foot easily now. I got both feet on the perch for one second tonight but at least it is one baby step forward.
He is playing with his toys, shredding his adding machine paper, and appears much more relaxed and happy. He is letting me get much closer to him (within 5 or 6 inches from his head) and doesn't mind my hands near him so much as before. We play peek a boo when I take off his cover in the morning and he is trying very hard to talk at dusk, very loud and he keeps saying BO BO. So we have been thinking that maybe we should change his name to BoBo because it seems it is a word he knows. He listens very carefully when we talk to him and use that word. We think that must have been his name sometime in his past. So what do you think? Should we change his name to BoBo?

I forgot to add that Romeo/BoBo has been with us for 6 weeks now. Good progress in that short time from a totally wild bird to what he is today!
