I have owned birds before and have not seen this kind of thing before, i just got a baby sun conure 12 weeks old and noticed he flinches his wings a lot is that normal for a baby bird to do

Wings held out a little and fluttering is usually begging behavior. If he's fluttering in your direction, it could be that he wants attention, but given his age, he probably wants to be fed. He's probably fully weaned by now, but sometimes in a new home, babies will regress to wanting some handfeeding just for comfort. You don;t need to actually handfeed him, just offering him a little bit of a warm, soft food will probably help him feel more comfortable in his new home. You could try a vareity of foods, like baby food, mashed sweet potatoes, oatmeal, or even just pellets soaked in a little warm water or juice. Give it to him in a dish, or let him eat a little off your finger until he gets the idea that he can eat it from the dish.
