I have a Cckatiel for about 15 years now. Its a nice bird. It loves to sing and whistle all day. Lately the bird has stop singing and it seems as if it sleeping all day. Its head is always turned to the back and just does not huss at me and do the things it use to. Could it be cause of the old age?

I'm not sure, but I would agree and think it's a sign of old age.

Either a sign of illness or old age. 15 years is very good for a cockatiel, but they can live longer (the oldest I heard of was over 30). If he just started acting this way rather suddenly, he might just be sick. I'd suggest taking him to an avian vet for a checkup.
