My budgie, timmy has lost his tweet! instead of chirping and squaking loudly like he usually does, he is just making little squeaks! Is he hoarse or something?

I'd guess he just doesn't feel like squawking, don't think he would be hoarse.
Might just be that he's a little tired, or the house is quieter; or he might not be feeling well, either because he's molting or because he's sick.
Changes in behavior can be an early sign of illness, so you should watch him for other signs of illness if he keeps acting like this and there isn't an obvious reason like molting.

I agree with karen except that - why take the chance he might be sick? If you have a good avian vet, take it. It wouldn't hurt and might help.
