I perchased a new spectacle parrotlet in early august and he is very timid, and doesn't wan't to stay on my finger or shoulder. His wings have grown alot now and he is flying into everything! We have a dog so i dont want to clip his wings. How do I control his crazy flying?

I noticed your other message, that you had given away your conure because of the dog.
If the dog is being a problem, trying to get to your parrotlet, then you need to keep them seperated until your parrotlet is tame and can fly well and you've trained the dog to leave the bird alone. Some dogs can be very trustworthy with birds, others can be very dangerous to have with them.
If you can put the dog outside or in a different room when you are working with your parrotlet, that's best (it's good to work with your parrotlet in a smaller room anyway).
I guess I would work with a parrotlet almost like a budgie - look in the budgie section and you will find info on budgie taming. The main difference is that your parrotlet was probably handfed as a baby, unlike most budgies, so you can probably be a little more forceful with the taming if it isn't frightening him. Just start by spending time near him, and offering him treats from your hand so he has to perch on your hand. When you do try taking him out of the cage, do so in a smaller room, preferably a room unfamiliar to him. You'll be the most familiar thing in the room so he should try to fly to you. If he does fly into things or land on the floor, don't chase after him - give him a minute to calm down and then approach him calmly to pick him up. If he was clipped as a baby he will take awhile to learn how to fly well so you need to be careful. Avoid loud noises or doing things that might startle him into flight when he's out until he's flying well. It's safest to 'teach' him to fly by having him fly to you or to his cage or playgym for treats... let him figure out flying in a fairly calm environment.
