Hi guys, I have a 5 year old grey, Sex unknown. "HE"
has a red vent and Ive read thats sometimes an inidication
its male. I plan on breeding him this spring once I have him tested and find him a mate. He has started plucking
his chest feathers out (now only down is there)but feathers still grow back, with no problem. He also is rubbing his private area on the bars...Is this a form of masturbation? He is 5 years old and I am sure he's wanting a mate. Any help is appreciated.

It sounds like you probably have a female.
You should try to find the cause the cause of the plucking. There are so many potential causes - stress, boredom, allergies, dry skin, or medical problems.
Since Greys are especially prone to plucking from stress, I know many breeders try to avoid breeding birds that have a tendency to pluck.
Some females will pluck a brood patch on their chest when breeding to aid in incubating eggs, but usually they pluck out the down for that, since that's what provides insulation.

My vet has told me that in his experience most females have the red around their vent. My CAG was tested a few weeks back (no red around his vent) and was confirmed to be a male.
