Male or female?
Some tiels learn everything, others aren't interested. Males pick up things like talking & whistling, females can only learn whistling but it's a long hard battle.
Whistle in front of him/her. Get rid of any other distractions around. If they're not interested you will see they show no interest. Try a couple of times a day until they start to show interest, but as I said, some weather m or f don't talk or whistle at all.

How long have you had him for?
If he's fairly new he'll need time to adjust.
What's his mutation?

i just got him on the 26th. i dont know what the mutation is called but he's mostly grey/white with orange cheeks and a yellow face.

He sounds like a normal grey. If you google "normal Grey cockatiels" you'l see what they look like. They can also be visually sexed.
Males have very bright yellow faces, females washed yellow across the face.
As I said he needs to adjut into his new home. Until he's settled & comfy he won't do alot. Give him time.
