Please remove the sand paper & add cuttle bone, mineral block & natural perches. Eating sand paper is not healthy for the bird & you will end up having to take him to the vet for complications.

Don't let him eat the sandpaper. How old is he?
He may be a little young to be feeding himself yet and thinks the grains of sand are food or is accidentally eating them when eating seeds off the bottom. Budgies are naturally ground feeders.
Try just putting down plain newspaper and put a millet spray or dish of seeds down on the bottom for him until he is eating well.
