I'm the proud mom of three cats, six fish, and now...a 7 year old lovebird named Romeo as of yesterday afternoon. I've never owned birds before, so this is brand new to me. His owner gave him (along with cage and all necessities) to us because his mate (Juliet) died and she couldn't bear having him alone. He's extremely vocal, and seems to be adjusting well as I've seen him play with the toys in his cage a few times.
What's the best way to bond with the little fella? Anything he might like that I don't know about? We've got a few bells hanging up in his cage, his water bottle, and his food dish, with the two perch thingies that he perches on.

Was he tame at all before you got him?
If he is tame, then by all means handle him and spend as much time with him as you can. He is probably quite lonely without his mate and will appreciate the attention.
If not tame, then at 7 years old he will be hard to tame. You have the advantage that he's used to people and he is lonely and probably eager for some social interaction once he decides you are safe.
I'd start by just spending time sitting near his cage, talking to him. Wait until he shows interest in you and comes over to your side of the cage before trying to do anything more. You can then try offering a treat from your fingers, and eventually progress to him perching on your hand to get a treat.
You should also give him some toys or objects he can chew on in addition to the bells. Many lovebirds love to shred paper.
