Birds don't get fleas.
It sounds like your conure may just be molting. The new feathers grow in encased in a white feather sheath and when the feather is mature the bird will preen or scratch off the sheath. It's normal for birds to be a but itchy during the molt and sometimes sensitive to petting. The growing feathers are sensitive. Instead of petting, try ruffling his feathers gently or scratching or preening his pinfeathers gently for him (he can't reach the ones on his head).
Look for an avian vet here: http://www.aav.org/vet-lookup/
