hmm. i would make sure he doesnt have lice or mites ( u can buy a bottle of spray for under $5 ) does he have enough water, a cuttle bone, and a clean cage? all birds have different diets. you can give them fruit in SMALL amounts 1 or 2 times a week. Also try the non seed mixture of colorful pellets. this makes it so they have a healthy varied diet with fruits veggies and the most important of nutrients and minerals that birds lack.

Please don't use mite or lice spray. It's unhealthy for them and mites or lice are EXTREMELY uncommon.

Is it a newly purchased budgie? I would suspect that, for whatever reason, the seed you were offering was not good.
If you are leaving a full seed dish in for more than a day, you should know that budgies hull seeds they eat. They drop the empty hulls back in the dish. When the same seed is left for more than a day they usually eat the seeds on top and then have trouble getting through the layer of empty hulls to get at seed underneath. For this reason, plus freshness, it is best to offer seed fresh daily.
It's also possible that the seed mix you're using is spoiled - if it smells bad or is dusty, get some better seed.
Spray millet is a great treat though. It is very healthy as treats go. Seed is not a complete diet - for best health budgies should get greens, vegetables, and some pellets plus seed. But if he is a new bird, I would focus on making sure he is healthy, eating well and adjusting nicely before trying to change his diet.
