My budgie was always a little tempremental but the past like week hes been very very aggresive bitting anyone who got close and even picking on his friend. today I took him out with a glove on to try and get a bit of exercise, I chased him about a bit letting him fly around the house. today though the chase went on for a lot longer he kept flying and squaking he wouldnt let me catch him, when he starting standing on the ground he flapped his wings squaked and ran away, I finally got him into his cage and I noticed his one eye was all red and it he was panting heavly any suggestions besides taking him to the vet, thats not really an option for me, hes a little budgie and the last bird I took to the vet died anyways and I had a 200 dollar bill. At the point where he starts showing illness I have to wonder is he dying and is there anything I can do?

If you think your bird is dying than you need to get him to an avian vet. Make sure it is an avian vet and not just a dog/cat vet who is willing to look at birds as they may not know enough about birds to help a lot as may have been the case with your other bird.
He was most likely injured when you were chasing him around. The panting may just be from being exhausted and stressed but the red eye may mean he has hit his head.
Until you can get him to the vet, just keep him quiet and calm. Make sure there are at least 2 food dishes (so his cagemate cannot keep him from the food) and observe them. If his cagemate bothers him you may want to seperate them but keep them near each other.

I'm afraid it's just about impossible to provide veterinary advice online. Heavy panting after a lot of flying is actually pretty normal though. The red eye sounds like cause for some concern, but it's more likely to just be a sign of bumping into something, especially if he is not a skilled flyer, not in shape (which the panting suggests), and has just been chased around the house.

I agree with everything Karen wrote earlier - see if you can keep him separately from your other bird(s) for a while. Also see if you can sit next to his cage for a while and feed him treats one at a time (safflower seeds, millet, or something else that's small). It sounds like he needs to be reminded that you only want to help him. :-)
