That's a great shot!

When Darwin has his 'cheek' feathers fluffed forwards like that, it seems to mean that he's happy. Is it he same with all toos?

I'm not sure about being happy. We are only owned by one bird, Bebe. But he is mostly like this when resting or sleeping as he is now while posting this. Interesting point you raise.

Any other experts out there that can explain the 'cheek feathers' moving forward?

Fantastic picture!

I thought I remembered reading about this: Mattie Sue Athan's "Guide to a Well-Behaved Parrot" says:

In the presence of other agressive signals, fluffed facial feathers might mean agression; but within peaceful context, face feathers fluffed over the beak is usually an extremely coy expression. This is particularly true when self-scratching. This behaviour is frequently practiced by cockatoos who are saying "I'm so sweet, I don't even have a beak."

I don't know much about cockatoos, so I'm not sure what a raised crest means, in conjunction with fluffed face feathers. Maybe he was scared by the camera? Kiwi and Bok Bok both flatten all their feathers close to their bodies if I try to take pictures. (Hence, no pics of Kiwi and Bok Bok yet!)
